Kent A. read the minutes of the previous month's meeting. A motion to accept as read was made by Ralph A. 2nd by Marge M. vote taken, motion carried
Marina H. read the treasurer's report. Kent A. made the motion to accept, 2nd by Marc G. vote taken, motion carried
Committee Reports:
Membership Committee, Jeanne S. reported that she sent out a mass email reminding members to renew their memberships.
OLD BUSINESS: Jana S. gave the election results from last month. The Board members for 2024 will remain the same with the exception of Secretary, that position will now be filled by Jeanne Sprewer.
NEW BUSINESS: We took up some ideas for a project to use the $12,500 donated to the HCA. There were two ideas brought up, 1) the restroom for the Howe Park and 2) road signs honoring The Howe’s
We did pick dates for ISD, it will be held September 13 & 14, 2024.
Township Trustee report: Nothing to report at this time
Fire Department Report: Beef & Noodle Dinner November 17th 5-8 pm Santa at the Station December 1st starting @ 5:00 pm
Lions Club report: Thanksgiving Dinner November 12th @ Howe Presbyterian Church. They will be putting up the Christmas decorations at the park November 10th starting at 9:00 am, REMC will be hanging the swags.
Philomath report: Marge M. asked that everyone in Howe put those electric or battery operated candles in their windows for Christmas. “Let’s light up Howe” If they get water at the mansion they plan to decorate it for Christmas.

The meeting was started with Josh Sturgill leading the attendees to recite the pledge of allegiance; then having the attendees introduce themselves with Josh introducing himself first. Attendance: There were 16 people attending the meeting The Minutes: for the September 12 th meeting minutes were read by Kent Andrews, a motion by Karen Yoder and 2 nd by Roger Fenstermaker to accept the minutes, motion passed Treasurer's report: for October 10 th 2023 the treasurer's report was read by Marina Hoover a motion by Kent Andrews and 2 nd by Kim Lumbard to accept the treasure’s the motion passed
OLD BUSINESS: Josh Sturgill asked Jeanne Spreuer about the memberships, Jeanne said that she had a person asked to have the HCA business meeting minutes E-Mailed to her so she could see what the HCA is about and what they do before she becomes a member. Josh asked for a report on the HCA tee shirts sales, which Marina Hoover said that 13 tee shirts were sold at this year’s Indiana Summer Days Josh asked how the HCA is doing as far as the amount shirts in stock for sale, Jeanne Spreuer said there is mostly have Medium size shirts left, to sell. Josh asked if the HCA needs to order more HCA tee shirts, Karen Yoder said she would sell more tee shirts before a tee shirts order is placed. Marge Malone said that the tee shirts have been ordered from Ware Haus design in the past, Josh said he has found out that there are people in the Howe area that can print the tee shirts and can work on a possible new design. Josh asked if there were any pluses or minuses from the 2023 Indian Summer Days, Roger Fenstemaker said the entertainment needs better coordination, and refinanced the magic act was being performed in the south end of the pavilion and at the same time there was music being performed in the north end of the pavilion. Josh Sturgill said he thought it worked well to have the entertainment in the pavilion instead of renting a tent. Josh said there was more than twice the participation in the ice cream eating contest from the 2022 Indian Summer Days and the 2023 Indian Summer Days. Karen Frischkorn said she thought this year’s Indian Summer Days Saturday parade was the best of all of the parades, everybody could hear the announcement of the parade, which was done nicely so you knew what, was coming through the parade. Josh Sturgill asked about the food for this year’s Indian Summer Days, the Lions club and the Methodist church booths both sold out of food, Josh said he would like to see the HCA and the Scouts sell Pork burgers and hot dogs during the 2024 Indian Summer Days, Marc Gomez said he had people asking where the pulled pork was at in the park. Josh Sturgill said he thinks the HCA needs to look into selling pork burgers and hot dogs and get it scheduled. New Business: Josh Sturgill told that the Methodist church is having their Halloween event from 5:00 pm until 7:00pm, he thinks the HCA should advertise trick or treat, which is town wide and trunk or treat, which is held in the town square, will be held from 5:00 pm until 7:30 pm. Josh said he wants to see the HCA and the Howe Fire Department hold a costume contest and chilly supper in the Howe Community Center during Trunk or treat. Josh Sturgill said that the Cub Scouts Troop has camped in the park guarding the things set up in the park for years, so Josh made a motion seconded by Jeanne Spreuer, that the HCA donate $200.00 to the Cub Scouts Troop 3911 the motion passed. At Large Committee reports: Lima Township: Kim Lumbard said that the trustee Terry Iannerlli said that the 2023 Indian Summer Days is the most organized Indian Summer Days he has seen. Lions Club: Roger Fenstermaker good sold Fire Department: Kent Andrews reported that the fire department will be holding a beef and noodle supper November 10 th from 4:00 pm until 8:00pm, Jeanne Spreurer asked if she will be setting up a HCA membership table which was answered yes Philomath: Marge Malone said the Philomath has things in process, best representation of Chrissy the skunk woman, Karen Yoder said the Philomath investigates the historical facts of thins of this area, which Marina Hoover asked if she could get information for her fourth grade class. Marge Malone asked if the HCA had received the $12,500.00 check from the Howe Communality fund, which Josh Sturgill and Marina Hoover explained what the money was from and how it will be deposited into the HCA accounts, which prompted Dick Frischkorn to ask if the money would be locked in there, Marina Hoover answered that the money will not locked there. Dick Frischkorn said to make sure that everything that transpires with that money is recorded in the HCA minutes. Josh Sturgill talked about the HCA officer nominees, Marge Malone said that she has the officer job descriptions for 501C3. Jana Sturgill opened the nomination for the office of President of the HCA, Jana told that there is one nominee for HCA president, Josh Sturgill, then Jana asked for any other nominations for the office of president of the HCA, with no response three times, the nominations for the office of president of the HCA were closed, the nominees for vice president of the HCA Jana Sturgill , Jana Sturgill opened then asked for nominations for the office of HCA vice president, Janna Sturgill told that there is one nominee the HCA vice president, Jana Sturgill Jana then asked any other nominees for the office of HCA vice president, with no response three times, the nominations for the HCA vice president were closed, Jana Sturgill opened the nomination for the office of President of the HCA, Jana told that there is one nominee for HCA treasurer, Marina Hoover, then Jana asked for any other nominations for the office of president of the HCA, with no response three times, the nominations for, HCA treasurer were closed Jana Sturgill opened the nomination for the office of secretary of the HCA, Jana told that there is two nominees for HCA secretary , Jeanne Spreuer, and Kent Anderws then Jana asked for any other nominations for the office of president of the HCA, with no response three times, the nominations for the office of secretary of the HCA were closed, pieces of paper were handed out, for the attendees to write which of the nominees they were voting for the office of HCA secretary, Marc Gomez, Paul Forester, and Adam Music counted the votes, then announced the results, 7 votes for Jeanne Spreuer and 6 votes for Kent Andrews, Jeanne Spreurer is the secretary of the HCA , Josh Sturgill is the president of the HCA, Janna Sturgill is the vice president of the HCA, starting January 1 st 2024. Dick Frichkorn talked about the fiber optic being installed in the Town of Howe, and how it will be an Improvement for businesses and households, Dick then told they had a perspective buyer for the north 3 buildings, of the KingBurry row of buildings, and he is sure that the perspective buyer will be an asset to the community of Howe, Dick said that they had multiple perspective buyers, but they made sure that the buyer would be an asset to the community. Dick then showed a design for a tee shirts in the shape of a pentagon with the Word HOWE in the center, HCA at the top point of the pentagon, rotating clock wise Lions Club moving further around the pentagon Trustee at the next point, then fire department at the next point, the Philomath at the next point, and lines connecting the points in the shape of a star. Marge Malone told the attendees that the Frichkorns saved the east side of Howe’s business district which was in a state of downward condition,and helped get the HCA started. Josh said he would accept a motion to adjourn, Karen Yoder made a motion seconded by Jean Spreuer to adjourn the June HCA meeting the motion passed, the next meeting is November 14th to be held at the Howe Community Center.

May 9, 2023 Meeting

The Minutes: for the April 11 meeting minuites were read by Jana Sturgill, a motion and 2nd to accept the minutes, motion passed
Treasure’s report: for the April 11 the treasure’s report was read by Marina Hoover, a motion by Jana Sturgill and 2nd by Kent Andrews the motion passed
OLD BUSINESS: Josh Sturgill said the HCA needs to move forward on the Indian Summer Days rental of the bounce house and tent. Josh then told that he has been contacted by someone who has volunteered for the kid’s games. Josh also said that he needs committee heads from all parts of the Indian Summer Days. Josh explained the entertainment portion of Indian Summer Days, Kim Lumbard will take the entertainment portion, but will need help, Nicole Music said she will help Kim with the entertainment. Josh explained that he is trying to arrange a water ball contest, and the possibility of having an outhouse race which he found out that there is a lot involved in that event. Josh asked Ann Bricker if she will take care of the publicity for Indian Summer Days, she agreed to. Terry Iannrelli informed the attendees that the township is having pickle ball court strips painted on the park basketball court due to an interest in having pickle ball, then asked if there was any other place that the tent can be located, because he might be able to have a pickle ball contest for Indian Summer Days. A discussion was held concerning finding a different location for the entertainment tent, Nicole Music told that she couldn’t find any information about Indian Summer Days on Facebook or anywhere else last year, so she is volunteering to help with the HCA Facebook.
Josh then asked Marge Malone to explain about what is happening with $25,000.00 from the Community Foundation grant that was appropriated for the gazebo project, that is now no longer. Josh then explained that there will not be a HCA mailer due to the high price of doing that and how the HCA does not have enough money.
New Business: Josh said that he was approached by someone who was inquiring about using the HCA’s 501C3 to apply for a grant to have a mural painted on the fence behind the Phillips 66 gas station, Josh said he went to that area to investigate and found the fence in disrepair so considered the project not possible until the fence has extensive repairs done.
Josh said the Great Commission College has offered to let the HCA possibly use the HOWE Mansion to have an office and meetings.
Josh said he was approached by Larry Watson about whether there will be a town wide garage sale, this year and any information about it, Josh said that the HCA will need to establish dates, Nicole Music said we need to have anyone that plans to have a garage sale on those dates let the HCA have their address so it can be posted on the HCA Facebook page in order to draw a bigger group of customers, it was said that the Lions Club is holding their sale in the Community Center June 23 & 24, so it was decided that the town wide garage sale will be held June 22, 23, & 24.
At Large Committee reports:
Lima Township: Terry Iannreli said the Salvation Army will be at the Howe Fire Station June 29 and September 21 to giving out food to local residents.
Lions Club: Brad Sisk reported that there will be a Memorial Day Service held at Riverside Cemetery on June 29; the annual Ice Cream Social is June 25 in the park with entertainment, raffle, and silent auction.
Fire Department: Kent Andrews reported that there is a ribs and chicken BBQ be held May 20 at the fire station and is by donation.
Philomath: Marge Malone reported the Philomath is still pursuing their 501C3.

April 11, 2023 Meeting
HCA April Business Meeting Vice President Jana Sturgill opened the meeting with 16 people in attendance. She explained that President Josh Sturgill was running late due to Fire Department business. Ralph Abston then led us in the pledge. Jana welcomed everyone and introductions were made.
The minutes from last month's meeting were read by Jana as Kent was also running late. There was one correction/addition to the minutes: the Lions Club will be working at the park on Saturday April 15th instead of April 8th (the date in last month’s minutes) Ralph Abston made a motion to Accept the minutes as corrected, 2nd by Jeff Frye, vote taken motion carried.
Marina Hoover then read the treasurer’s report: beginning balance total of all accounts was $8,893.84, $240.00 in membership dues were collected plus 2 cents interest making the ending balance $9,133.86 A motion to accept the report as read was made by Jeff Frye, 2nd by Dave Gunter, vote taken motion carried.
Committee Reports:
Membership Committee: Jana reminded everyone about getting membership dues turned in.
ISD Committee: Jana reported that the parade and vendor emails have been sent out and we are now just waiting for replies.
Jana then asked tonight’s speaker Octavia Yoder from the LaGrange County Community Foundation to give her presentation. (we will resume the business meeting when Josh & Kent arrive) Octavia explained to us what the Community Foundation is and some of the things they do, such as giving Scholarships to LaGrange County Students and Grants to LaGrange County community organizations. She talked about the money and where it comes from to fund these programs, and how to apply, and when the funds would be available. We did a question and answer with her. And then thanked her for coming to talk to us. The list of Scholarships & Grants are on their website.

Old Business: Gazebo Project was turned down by the Township Advisory Board. Josh read the email we received from Terry Iannarelli informing us of their decision. He then informed us that we need to take care of the bill we received from Mickey Schultz for the work he did on the project (the drawings and site work up he did at the request of the Township). Marina asked why we were responsible for the entire bill ($675.) Josh explained that approval for this was done before he took office.
Farmers Market/ISD: There was a discussion on not having the Farmers market open the Saturday of ISD. Dave told us the Advisory Board and Terry decided that was not giong to happen end of story.
Reports: Trustee; Dave Gunter reported that he has been taking bids to replace the furnace, A/C, and hot water heater at the Community Building. He said the Lions Club has agreed to pay up to $1500 toward this project and he wants the HCA to also commit to do the same. Josh told him that he would not entertain a motion or take a vote on this issue because the Township has not provided the proper paperwork with a specific dollar amount and we will not move forward on this issue without it. He said we would table the issue and Dave said that the Township would consider the matter closed noting the HCA’s unwillingness to donate.
Fire Department: Kent reported they are having a Chicken & Ribs Dinner fundraiser on May 20, 2023 starting at 4:00 p.m.
Philomath: Marge reported they are working on getting their 501c3 as well so they can do a 2nd printing of the book on Howe.
Lions Club: Meeting April 12th at 7:00 p.m. also they will be doing park clean up day Saturday April 15th starting at 9:00 a.m.
ARK: Fundraiser dinner April 14th

Marina Hoover then read the treasurer’s report: beginning balance total of all accounts was $8,893.84, $240.00 in membership dues were collected plus 2 cents interest making the ending balance $9,133.86 A motion to accept the report as read was made by Jeff Frye, 2nd by Dave Gunter, vote taken motion carried.

Membership Committee: Jana reminded everyone about getting membership dues turned in.
ISD Committee: Jana reported that the parade and vendor emails have been sent out and we are now just waiting for replies.
Jana then asked tonight’s speaker Octavia Yoder from the LaGrange County Community Foundation to give her presentation. (we will resume the business meeting when Josh & Kent arrive) Octavia explained to us what the Community Foundation is and some of the things they do, such as giving Scholarships to LaGrange County Students and Grants to LaGrange County community organizations. She talked about the money and where it comes from to fund these programs, and how to apply, and when the funds would be available. We did a question and answer with her. And then thanked her for coming to talk to us. The list of Scholarships & Grants are on their website.

Josh stated that the donation form is ready and Jana Sturgill explained how she has the HCA membership now electronically kept, and that she will E-Mail everyone on the list, the upcoming meeting agenda and the HCA business meeting minutes from the previous month’s meeting, one week before the upcoming meeting. Josh then said that Plastic window stickers cost more than he had expected, and when all of the information is gathered he will make a motion to appropriate $500.00 to send out a HCA flyer listing the calendar year of 2023 events for the Howe area. Jana Sturgill read the current Indiana Summer Days vendor application form to the meeting attendees. Josh Sturgill then started a discussion about the possibility of not having the farmer’s market held on September 16th the Saturday of Indian Summer Days in order to lessen the confusion with the vendor location sights during the Indian Summer Days. Terry Innarelli said that the Farmer’s market letter is sent to the vendors in March. Jana Sturgill has the Indian Summer Days forms for the vendors and the parade ready. Marge Malone said that the Brighton Chapel Church is planning on setting up and using the park for church service Sunday September 17th. Josh Sturgill read the parade form for Indian Summer Days. HCA Minutes from December 13, 2022
Josh Sturgill opened the meeting. Pledge was said. There were 5 people in attendance.
There were no reading of the previous month’s meeting due to Kent not being there.
Financial report was read by Marina in Lauri’s absence (Lauri emailed the report to Josh), financial report approved by all.
We discussed the decorations in the park, they looked nice, however we may have to look into some repairs and upgrades.
501-3C: we discussed some of the things we need to do in the coming months, such as: job descriptions, revising the by-laws, and appointing committee members. We also talked about how donations are ear marked and handled.
We also discussed a new chairperson for membership committee, with that there was a suggestion made that we look into getting some kind of sticker or window clings to designate members. We also talked about doing a mailer with upcoming community events. We would like everyone to bring any dates and ideas for a mission statement to the January meeting, so we can get it approved for printing and mailing.
Terry Ianarrelli brought up about the idea of Howe becoming incorporated, he said he talked to Kurt Bachman. He told we would have to employ police, a mayor among other people. And that the Tiff money would be taken from LaGrange and given to Howe and the LaGrange government leaders would never let they happen without a court battle and that would be expensive.

Old Business: Trunk or Treat Josh said he thought it went ok. Josh Sturgill warned the attendees when using the hand washing station in a Port-a-John to make sure there is water before soaping your hands up. Josh Sturgill asks if anyone understood what Terry Iannarelli was talking about at the last meeting when he said the community center heating system will need to be replaced soon.
501C3: Lauri Couture reported that it is here, and the HCA is now a 501C3
NEW BUSINESS: At Large Reports: Lions Club Ralph Abston reported that the Lions Club will put up the Christmas decorations and are scheduled to be put up December second in the town park, workers are going to meet at The Gathering Place for breakfast at 8:00am, then the town park decorations will start at 9:00am. Josh Sturgill asked about the 12 days of Christmas Post Cards decorations what ever happened to them, at which replied that do to the weight of each card and the fasil of continuously hafting to continuously reset up the cards because the wind knocked them down, and stretching multiple power extension cords, the Loins Club decided not to set them up in the park. Josh Sturgill said he would get some Firefighters to set them up.
Marge Malone asked if anyone had seen that the Kingsbury row of buildings are up for sale, and the real estate signs are up. Marge said that she found out that the north three stores are $275,000 and the south 2 buildings are $375,000, and the (Old State Bank of Lima) building is up for sale for $275,000 also.
Township Report: Kim Lumbard said that the community center has broken even this year, the renting of the building covered the cost in the township budget. Josh Sturgill said that after the first of 2023 the HCA file cabinet will return to the community center.
Howe Fire Department report: Kent Andrews repeated that the Howe Fire Department is holding a Beef and Noodle Supper Friday November 11th from 5:pm until 8:00pm. Ralph Abston explained the history of the flag hanging on the east wall of the Howe Community Center. Kent Andrews made a motion seconded by Ann Bricker to adjourn the November 8th HCA Business Meeting at 7:48pm.

- Garage Sale: Josh Sturgill informed the meeting that the Howe Townwide Garage Sale will be held July 15th,16th, and 17th. Justin Sturgill said that he would like to set up his shave ice trailer uptown somewhere. Josh said the Fire Department wants to set up a both somewhere uptown to sell pulled pork for a fund raiser at which Dave Gunter said he request a post meeting sub meeting concerning this subject.
- HCA tee shirts: Marge Malone has The HCA tee shirts, at which Josh Sturgill asked: do we need appropriate money in order to order more HCA tee shirts? A motion was made by Karen Yoder and seconded by Lauri Couture to appropriate $500.00 towards ordering more tee shirts.
- Gazebo project: Josh opened the floor for any discussion about this project, at which Phil Malone said that there can not be any money used from the community fund until 2024, Karen said that there is a committee looking into the things that need to happen for the project to move forward.
- Indian Summer Days: September 16th, 17th, and 18th. Josh said that we need to get rolling on this, because those dates are coming very soon, Josh and Jana Sturgill are in charge of the parade, at which it was asked “are there any exclusions”? Josh replied noise has to be low enough that the announcer can be heard clearly as the parade participants are described. Lauri asked what is the parade time. 1:00 pm, Marge Malone said and Marge also stated that Caroline is in charge of the vender sites, Lauri needs Caroline’s contact information. Karen Yoder asked if there is a tent, at which Lauri said the tent is scheduled. Josh asked about road closure. Terry Iannarelli is taking care of that. Kim Lumbard is in charge of the entertainment. Lauri is going to help design the flyer then get the LaGrange Chamber of Commerce to put the flyer in their publication. Jim Parker asked are there posters? Josh asked if we need money for the posters? Lauri asked if there cost for entertainment, at which Kim answered yes, the DJ, who is doing multiple things for the event; singing the National Anthem, announcing the parade descriptions, along with other things. Lauri is to contact Indiana State Senator Sue Glick, for the cannon presentation. Lauri asked about the extra port-a-potties Terry Iannaralli is taking care of this.
- HCA Officer Job Descriptions: Josh Sturgill asked to have job descriptions for all HCA officers Itemed tabled.
- Josh asked all the HCA attendees to please introduce themselves.
- Annual Mailings: Kara Landers presented the idea of an annual mailing using post cards, with discussion cost with the idea of seeking area businesses sponsoring a motion by Terry Iannarelli seconded by Ann Bricker to move forward with the annual mailer project the motion carried
- Lions Club: the Lions Club Annual Ice Cream Social is scheduled for June 24th in the park. The Lions Club Garage sale will be in the community center and is scheduled for August 18th,19th, and 20th.
- The Philomath has a memorial tree in the Riverside Cemetery located in the area of the flag remembering members that died.
- Marge Malone said the 501C3 is moving forward.

HCA Minutes from May 10, 2022
Vice President Josh Sturgill called the meeting to order. There were 13 attendees. Ralph Abston lead us in the pledge. Josh read the minutes of April meeting, minutes were approved by all. Lauri Couture gave the financial report, it was approved by all. Josh then read Phil Malone’s resignation as President (due to health reasons). Phil’s resignation was accepted and Josh then assumed the position of President.
Josh asked for nominations or volunteers for the position of Vice President. There was one volunteer, Jana Sturgill. Josh asked to table this till next month- approved.
Josh asked Marge Malone for her reports. She informed us about Phil’s illness. Then talked about the calendar she has put together so we could keep track of the community events.
Indian Summer Days: we need someone to take charge of it.
T-Shirts: we need to order more.
The Gazebo: nothing new to report, Dave Houser is the contact person on this project.

In attendance were Ralph Abston, Terry Iannarelli, Jim Parker, Karen & Floyd Yoder, Marge & Phil Malone, Paul Foefster, Jana Sturgill, Richard & Karen Frischkorn, Mikey Schule, Cindy Miller, Kent Andrews, Lauri Couture and Josh Sturgill.
The meeting started with President Phil Malone asking Ralph Abston to the attendees in reciting the Pledge of Allegiance. Phil Malone then asked candidate for LaGrange County Sheriff Tracie Harker and his Chief Deputy Juan Arroyo to address the group with their qualifications and campaign.
The minutes were read by Lauri Couture. Karen Yoder made a motion to accept the minutes as read. Motion passed.
The financial report read by Lauri Couture as follows: HCA $3,369.16; Indian Summer Days $2,884.62; Cannon Monument project $2,154.31; Certificate of Deposit $3,000.73 with a total of $11,408.82.
Committee Reports:
Marge Malone reported on the gazebo project, a 12’x16” structure. She told where in the park it is purposed to be located and noted that it will have a handicap accessible ramp. Mickey Schulze then presented information showing a photo of the style of gazebo and told of manufacturing places in the Shipshewana area. An overhead picture of the purposed area in the park. Terry Iannarelli addressed things needed for the project. Marge Malone would like volunteers for a committee to investigate all the details needed in the scope of the project. Terry then told that it will need to be presented to the Township Board and the Township insurance company for the project to move forward. Josh Sturgill made a motion to proceed. Jim Parker seconded. Motion carried.
Marge Malone then purposed a community event calendar she has designed. She wants all events reported to her so she can place them on the calendar for reference and questions pertaining to the use of things in the park and their accessibility due to events scheduled on the calendar. Marge volunteered to keep this project updated.
Marge Malone spoke of having a Howe Garage Sale to be held some time in July, possibly on the same day as the Lion’s Club Garage Sale. Jim Parker and Ralph Abston stated that Alice Watson oversees the Lion’s event and will be the person to be contacted for coordinating. Terry Iannarelli raised the issue of the US 12 Garage Sale dates and wants to make sure that the Howe sale will not be at the same time. Someone noted that the US 12 is to be held in August, so no conflict. Motion by Cindy Miller to proceed. Seconded by Josh Sturgill. Motion carried.
Marge Malone stated that Indian Summer Days will be the third weekend of September (16, 17, & 18). She volunteered to take charge of the overall Indian Summer Days. Motion by Karen Yoder that Marge gets started on Indian Summer Days.
Marge Malone stated there are many other committees available and in need of volunteers. Music in the park to be held multiple times over the summer and on Indian Summer Days.
Terry Iannarelli stated that the Community Building floor will not be refinished in April but is scheduled for May 4. A discussion on when and how the contents of the Community Building will be removed into the old hardware building while the floor is being refinished and curing and then returned to the building. It was determined that May 2 Josh Sturgill will have the Howe Firefighters move the contents.
Ralph Abston stated that there will be a Memorial Day Service held in the Riverside Cemetery on May 30.
Paul Foerster informed the group that the Great Commission University is having their on-line students coming to the Howe campus to graduate. There are 10-12 students, and the campus is almost ready for students to attend classes there. They are still dealing the Department of Homeland Security to have international students here on campus.
Lauri Couture reported that Nina Andrews has resigned as HCA secretary due to health reasons. Kent Andrews volunteered to take the position.
It was brought up that there were plans to have migrant workers housed in the old medical center, now Lenard AG headquarters at which Terry Iannarelli stated that there would be 12 people.
Marge Malone asked if there was in having more HCA T-shirts made. Numerous people responded yes.
Lauri Couture informed everyone that the next HCA meeting will be held at the Howe Fire Station on Tuesday, May 10.
Josh Sturgill said that the HCA Facebook page is working and building saying for everyone to invite the people on their friends list to join.
Marge Malone said that she thought the HCA should send an Email to everyone that attended the meetings thanking them for attending like some churches do and ask them if there was anything that the HCA can assist them with.

Phil updated us on: The LaGrange County Community Foundation has received $2.5mm from the sale of Howe Military School to the Great Commission University (GCU). This amount will be split and $1.250mm has been deposited into a Howe Legacy Scholarship Fund to be applied towards scholarships in the county and the other $1.250mm is in a Legacy Fund to provide grants for the greater Howe Community.
Phil updated us on: The 501c 3 document. He has been in contact with a CPA and the CPA we are using has a good track record.
We were updated on the gazebo. The gazebo will be in remembrance of the Howe School. Dave said a possible location for the gazebo in the park is east of the basketball court.
Paul (President of GCU) informed us that they are the 2nd phase of the sewer hookup. They already have online students and could have students on campus as soon as this spring.
Board Reports
Howe Fire Department pancake breakfast was a success. The pancake breakfast is a great way to meet neighbors. We received 6 memberships for the HCA during the pancake breakfast. The HFD has a new Fire Engine. As of right now they don’t have any fund raisers planned, but would like to have up to 6 fund raisers this year. They plan to spray the park down after all the snow has melted.
Lions Club is having their Ice Cream Social this year. As of now they are thinking the 3rd week in June. The Farmers Market will be opening May 7th.
Philomaths had no updates this meeting. Board member Cindy Miller did talk to us about the cat problem in the town of Howe. We have over population and people continue to feed outdoor cats without spaying or neutering them. We talked about some kind of fund raiser to help sponsor spaying and neutering. This will be discussed later in more detail.
Township Trustee updates: The floor for the Community Building will be redone on April 25th. This is however subject to change. Dave is trying to get a few radar signs for 120, and they are trying to get strict rules in place for the use of Jake Brakes.
Lakeland Preschool would like to have a more community involvement. If people would be interested in reading to the kids or talking to them about their careers. The children are ages 3-5.
Josh talked to us about social media. They have already had good success with the use of our Facebook page. He will be adding an Instagram page and Twitter page. This is a good way to reach out to our community. The Indian Summer Days Facebook page has been deleted and we plan to put events for it on our Facebook page.

HCA Minutes from February 8, 2022
The Howe Community Association meeting was called to order at 7:00 p.m. February 8, 2022 by President Phil Malone. Nina was not present to read the minutes from the previous meeting. Lauri read the minutes from the January meeting. Josh made a motion to approve and Marge made a second and it was passed.
Lauri Couture read the Treasurer’s report as follows:
Phil Malone indicated he had met with the Trustee Advisory board regarding the proposed gazebo to be built in the town park. When the snow is gone and the weather improves, they will look at more detailed building sites. The HCA will be responsible for designing the structure, getting the quotes and paying for it. Lima Township will not be providing any funding for this. Dave Gunter checked with the insurance agent and it would be covered under the current policy. More information to be forthcoming in the following months.
Lauri indicated that the Township Trustee has contacted A & B Flooring in Orland to complete the job for the new flooring in the community building. Brandon from A & B told the trustee that the work will be completed in late April or early May
Phil indicated he is researching the HCA to become a 501c 3 entity. Several members indicated they think it costs around $400 for this to happen. Dave made a motion to start the process and Josh made the second. Motion carried.
Paul Foerster from the GCU gave an update on the university. Paul said the school has received their permit for occupancy and that Homeland Security has been on site for a visit. They are still waiting for their approvals from Homeland Security to allow the international students to come from foreign countries.

The Howe Volunteer Fire Department is holding a Pancake & Sausage breakfast on Sat. March 5th from 6:00-10:00 a.m. at the fire station.

Lauri Couture read the Treasurer’s report as follows:
- Howe Community Association: $3,658.11
- Indian Summer Days: $2,884.62
- Cannon Project: $2,154.31
- Certificate of Deposit: $3,000.36
- Total HCA Bank Balances: $11,697.40
Phil Malone indicated he had met with the Trustee Advisory board regarding the proposed gazebo to be built in the town park. When the snow is gone and the weather improves, they will look at more detailed building sites. The HCA will be responsible for designing the structure, getting the quotes and paying for it. Lima Township will not be providing any funding for this. Dave Gunter checked with the insurance agent and it would be covered under the current policy. More information to be forthcoming in the following months.
Lauri indicated that the Township Trustee has contacted A & B Flooring in Orland to complete the job for the new flooring in the community building. Brandon from A & B told the trustee that the work will be completed in late April or early May
Phil indicated he is researching the HCA to become a 501c 3 entity. Several members indicated they think it costs around $400 for this to happen. Dave made a motion to start the process and Josh made the second. Motion carried.
Paul Foerster from the GCU gave an update on the university. Paul said the school has received their permit for occupancy and that Homeland Security has been on site for a visit. They are still waiting for their approvals from Homeland Security to allow the international students to come from foreign countries.
Per Phil, The LaGrange County Community Foundation has received $2.5mm from the sale of Howe Military School to the Great Commission University. This amount will be split and $1.250mm has been deposited into a Howe Legacy Scholarship Fund to be applied towards scholarships in the county and the other $1.250mm is in a Legacy Fund to provide grants for the greater Howe Community. We still need a volunteer to be the liaison for Indian Summer Days. This is being planned for September 23, 24, 25 in 2022. This is one week later than previous years. Lots of fun and activities are being planned.
The Howe Volunteer Fire Department is holding a Pancake & Sausage breakfast on Sat. March 5th from 6:00-10:00 a.m. at the fire station.

HCA Minutes from January 11, 2022
The Howe Community Meeting was called to order at 7p.m January 11, 2022 by President Phil Malone. In attendance were: Richard Frischkorn, Karen Frischkorn, Marg Malone, David Gunter, Cindy Miller, Ralph Abston, Ann Bricker, Karen Yoder, Nicolas Haman, Paul Foerster, Kim Lumbard, Sara Hostetler from the Schonbrook Farm & Inn, Vice President Joshua Sturgill, President Phil Malone, and Treasurer Lauri Couture.
The meeting was opened with the Pledge of Allegiance being led by Ralph Abston.

Lauri Couture read the Treasurer’s report as follows:
Lauri mentioned that to date we have received $590 from the membership drive and our expenses have been $689.39, so approximately $100 short. However, additional fees were collected at the meeting that will put the membership funds back in the positive. Many newsletters have not been received. We are hoping these will eventually get delivered and more membership funds will come in.
Lauri gave a report on the two quotes that the Township Trustee has received for the new flooring in the community building. One quote came from A & B Flooring in Orland, IN in the amount of $9,775. The other quote was from Supreme Coatings LLC in Middlebury, IN for $10,910.75. Lauri reported that the Trustee indicated that the first $8,000 would be covered by EDIT funds from the Township with the remainder being split by the HCA and Howe Lions. Several members of the Lions club present at this meeting agreed to this. Karen Yoder made a motion to accept the bid by A & B Flooring based on the price and being a local company. Dave Gunter seconded it. The quote indicated they could complete the project in April 2022. Lauri will let the Trustee know of the decision.
Discussion was made regarding the equipment/furniture that will need to be moved in order for the job to be completed on the floors. The Trustee had thought of several ideas for the equipment while the floor is being redone. He wondered if the Frischkorn building behind their offices could be available for storage. He knows someone with a trailer we may be able to borrow. He also wondered about a U-Haul trailer to rent for the week or so that it would be needed. Dick Frischkorn indicated that they have sold the building so that wouldn’t be available, but we could have access to Building “A” on the north side of their strip to store the furniture. Josh indicated that he may be able to get some of the fireman to help with the manual moving of the equipment. It was also mentioned about seeing if anyone requiring community service hours could be utilized. We will have further discussion on this once we know a date for the project to be completed.
Phil asked what committees we need to form. We had a nominating committee and Indian Summer Days committee. He asked us to think about whether we need any additional committees.
He thanked Art Hadley for serving as President over the last several years. Art couldn’t be present as they are in Texas for the winter.
Phil welcomed the members present and we went around introducing ourselves.
Phil asked everyone to think about our “wish” lists for the Community for further discussion in the future.
Phil reiterated that Communication is the #1 priority. We need to keep everyone informed, the Lions Club, fire department, Philomath’s, Trustees, Great Commission University, etc. We want to all work together and not against each other.
Phil mentioned becoming a 501c 3 entity. This will involve some research and funding. He said he would like to get this approved.

Paul said they have two dorms ready to move into and have been approved for up to 25 students without the need of an occupancy permit. They currently have some online students. They plan to convert their heat from the current boiler system to natural gas. They have 24 buildings to hook up to the sewer system. Paul spoke about the issues they are having with the federal and state permits. He said the health permits are taking 3-4 months.
The LaGrange County Community Foundation has received $2.5mm from the sale of Howe Military School to the Great Commission University to be applied towards scholarships in the county.
Phil indicated that he has been working with the sate regarding the parking spaces along SR 120 on the east side of the park. With the fees going up on the toll road, Howe is seeing more and more semis coming through and the “back in” parking is not very feasible or safe. He is also proposing signs that specify no Jake brakes.
Phase II, Region C has been approved for the sewer project. This will start with the Twin Lakes areas.
It has been approved to have “HOWE” written on the water tower at Fawn River Crossing near the toll road. It will consist of 16’ black letters. This will be completed in the spring.
Marge asked about the nextdoor.com app. She said that Cheryl Carmona had started a network for the Howe Community and wondered if we should be involved. This will be looked into further.
